Housing Investment Fund (HIF)

KDL Property Group is proud to be a key land partner in one of Queensland’s largest affordable housing initiatives – the State Government’s $2 billion Housing Investment Fund (HIF). 

The opportunity arose through a serendipitous industry conversation but rapidly evolved into a landmark collaboration that is now delivering hundreds of new homes for Queenslanders in need.

KDL was invited to join the Everyone’s Place Affordable Housing Consortium alongside Tetris Capital, Metricon, National Affordable Housing (NAH) and ANZ. With the State Government seeking fast, scalable delivery of affordable housing, the consortium’s success hinged on immediate access to well-located, development-ready land across key growth corridors. This is where KDL played a vital role.

Land expertise driving progress

As the consortium’s exclusive land partner, KDL committed four estates across southeast Queensland, offering shovel-ready lots in high-growth regions with access to public transport, education and health infrastructure. These communities – Elridge (Jimboomba), Avaline (Burpengary East), Regent Quarter (Joyner) and Aldeia (Logan Reserve) now make up a pipeline of 483 new dwellings.

The product mix consists of 1, 2 and 3-bedroom homes, including dual-key designs that provide flexibility, increased density and improved affordability. Each product type was selected to suit a range of occupant needs, from individuals and couples to families and multi-generational households.

All sites were selected for their ability to integrate seamlessly with the broader community while meeting the Government’s expectations around the pace of delivery, and quality.

KDL’s early site assessments and approvals meant each precinct was primed for immediate construction, which was an essential factor in the Government’s goal to fast-track housing outcomes.

Fast-tracked delivery with long-term impact

The Everyone’s Place consortium was formally awarded the HIF contract in September 2023. Construction commenced by October, just weeks after financial close, highlighting the efficiency and readiness of the development program. KDL’s timely release of titled land enabled slab pours to begin almost immediately.

All homes are expected to be completed by early 2027. Notably, at Regent Quarter, the remaining stages are already scheduled for delivery in late 2025. Across all sites, KDL continues to manage the land development process while supporting partners with program coordination and stakeholder engagement.

Civil works across the estates have been sequenced to support continuous housing activity, minimising gaps between land registration and home construction. This integrated approach has contributed to the program’s ability to maintain momentum while balancing quality, compliance and cost.

Community outcomes and Government alignment

This program demonstrates how private land capability can be aligned with public housing policy. KDL’s proactive collaboration has received strong praise from consortium partners and government representatives alike. The result is faster, more efficient delivery of high-quality housing, with lasting benefits for both tenants and surrounding communities.

The estates have been designed to foster liveability and inclusion, with walkable layouts, nearby services, and future-proof infrastructure to support long-term growth. Each site is delivered with consideration for environmental sustainability, amenity and accessibility, reinforcing the values of the HIF program.

Celebrating milestones

In April 2025, KDL marked a major milestone with the handover of the first completed homes at Avaline in Burpengary East. The event brought together all consortium partners to celebrate the beginning of a significant rollout of new social and affordable housing – homes that are now providing security, comfort and opportunity to hundreds of Queenslanders.

The milestone was also a demonstration of the program’s viability and a proof of concept for future partnerships between government and the private development sector. It reinforced the consortium’s capability to not only meet expectations but exceed them.

The next milestone will be the delivery of the 100th home, expected in September 2025.
