Housing Australia Future Fund (HAFF)

KDL Property Group’s involvement in the $10 billion Housing Australia Future Fund (HAFF) marks a significant milestone in its evolution – from land developer to vertically integrated housing provider.

The program showcases KDL’s ability to participate in high-impact housing partnerships at scale, pairing land expertise with in-house construction capability through Ryse Construction.

The HAFF opportunity arose through collaboration with key stakeholders, and KDL’s end-to-end model provided an edge: combining land development, home design, construction and turnkey delivery within one business. 

Upon completion, the HAFF program will deliver 359 dwellings across four KDL communities in Logan and Moreton Bay.

An integrated model: developer and builder in one

Ryse Construction was established as KDL’s exclusive construction arm, created solely to deliver homes in KDL estates. Under the leadership of General Manager Greg McGee and backed by KDL’s balance sheet strength, Ryse quickly earned the trust of Federal Government and consortium partners.

Ryse’s model is defined by speed, scale and efficiency. By operating outside the constraints of the traditional retail builder market, Ryse avoids delays in contract administration, variations and customer finance approvals – factors that often stall construction starts. This streamlined approach allows for high-volume builds that remain consistent in quality, design and sustainability outcomes.

This approach aligns perfectly with HAFF’s objectives: large-scale housing, delivered fast, with measurable community impact.

Construction progress across four communities

The first tranche of homes was delivered at Jimboomba’s Elridge Estate, where 41 dwellings were completed across 22 lots. These homes demonstrated that housing affordability can coexist with quality, incorporating energy-efficient appliances, recycled materials and full turnkey inclusions.

Next, at Avaline in Burpengary East, a further 53 dwellings across 27 lots are nearing completion, with occupation anticipated by late 2025. These homes include a mix of 2, 3 and 4 bedroom configurations, designed for a range of tenants, including key workers and families.

The remaining program will deliver additional tranches at KDL’s Joyner and Logan Reserve estates, completing the total pipeline of 359 dwellings under HAFF. All homes are designed to prioritise liveability, cost-efficiency and long-term performance for residents.

Innovation in affordability and sustainability

Ryse homes are grounded in practical design and environmental responsibility. Dual-key designs increase housing density without sacrificing comfort or privacy. Each home is built to a high energy rating standard and includes:

  • DC electric hot water systems to reduce annual power bills
  • Split-system air-conditioning in living rooms and primary bedrooms
  • Stone benchtops, mirrored wardrobes and full landscaping
  • Varied façade to ensure no two homes are the same
  • Recycled Biax pods, low-carbon concrete and locally sourced finishes

This approach supports both the upfront affordability of the build and lower ongoing costs for residents, while ensuring high-quality streetscapes and architectural variety.

A model for modern partnerships

The HAFF initiative exemplifies KDL’s approach to “Considered Collaboration”. By working closely with Housing Australia, capital delivery partner Tetris Capital, and Community Housing Ltd (CHL), KDL and Ryse are not only delivering houses, but complete, well-connected communities.

Ryse’s role has been particularly praised by stakeholders for its build quality, fast mobilisation and consistent execution. This vertically integrated approach is helping redefine expectations around what affordable housing can and should be.

Recognition at the highest levels

The HAFF program has received direct recognition at the Federal level. In 2025, The Hon Clare O’Neil MP, Minister for Housing and Homelessness, attended a sod-turning event at Joyner alongside consortium partners to celebrate the start of more than 150 new affordable homes in Moreton Bay.

The milestone included 100 homes at Joyner and 53 at Burpengary East, all to be built by Ryse. KDL is the land development partner, coordinating site readiness and overseeing project execution.

Ali France, newly elected Member for Dickson, also attended the event – reinforcing the local significance of the project. These homes are designed to support a range of demographics including frontline workers, elderly Australians and multigenerational households. Burpengary East is expected to be completed later this year, with Joyner’s first homes ready in 2026.
